It's possible that your IP is on a black list there. We had a "script kiddie storm" from perhaps botnets from russia, china and brazil last week, what gave us uo to 1000 fake user registrations and hacking attempts - PER MINUTE! Therefore on our request the provider blocked the respective networks.
If that's the case (just try - if you CAN ping 193.111.199.49, but NOT 193.111.199.45 you're blacklisted) either use some open proxy in another country to connect, or wait a week. The attack still persist, regarding to the traffic logs of our provider, but we will open the firewall again when it ceases. Sorry for inconvenience
